Here's the woman from animal rescue holding the dog. A few minutes after I took this, the careless girl returned to her car to find two police cars and an angry gang of citizens standing around. The animal services lady gave her a stern lecture, which RebelShootsFan can tell you more about. His reporter's instincts wouldn't let him leave the scene until after the resolution.
I think they let her off with a warning.
